A 15-storey concrete tower at Cook and View with 129 compact one- and two-bedroom homes, completed in 2023 on the east edge of downtown Victoria.
Mod is a 15-storey concrete condominium tower at the corner of Cook Street and View Street in Harris Green, the high-density residential district on the east side of downtown Victoria. Suites in the strata are addressed 1097 View Street. It replaced Pluto's Diner, a long-running restaurant in a converted 1960s service station, and older planning records use the site's former address, 1150 Cook Street.
The developer's own materials name 66 Developments Ltd. as the developer, with Fraser McColl and Dan Robbins as the development team, NSDA Architects as architect and Axiom Builders as builder. The development permit application the City of Victoria reviewed in 2020 and 2021 described 129 market condominium homes above ground-floor commercial space, and the building was completed in 2023.
Today Mod trades mainly as a resale building. As of late October 2026 there are 3 active MLS listings asking between $420,000 and $675,000 for suites of roughly 467 to 684 sq ft. Asking prices change daily, so check the live listings below for what is available right now.
The map shows every unit in the building currently listed on MLS®, with full details in the listings below.

Mostly one-bedroom homes plus some two-bedrooms, with living rooms and bedrooms placed on exterior walls behind tall windows.
The downtown core, Cook Street Village and Beacon Hill Park are close, and several bus routes stop within a block.
The development plan paired 41 underground parking stalls with secure storage for about 143 bicycles.
Mod is designed as a stack of distinct parts: a recessed commercial level at the sidewalk, a podium above it, a set-back fourth floor and a slender tower that carries the building to 15 storeys. The structure is concrete, and the developer describes floor-to-ceiling glass in the living areas throughout.
The project needed a development permit with variances from the City of Victoria, and the Downtown Residents Association challenged its height and density before the 15-storey form went ahead. The applicant noted that the site's R-48 zoning sets no minimum parking requirement, which explains why the parking count is low relative to the number of homes.
Mod was planned for buyers who want a smaller footprint close to the core. The mix is mostly one-bedroom suites with a smaller share of two-bedroom homes, and current listings as of late October 2026 range from about 467 to 684 sq ft, including studio, one-bedroom and two-bedroom layouts. The design places every living room and bedroom on an exterior wall for daylight, with kitchens laid out as part of the main living space.
The 2020 development application included no storage lockers, so ask what storage comes with any suite you consider.
Shared space at Mod is modest compared with larger downtown towers. The development application listed:
That is roughly one stall for every three homes, so confirm whether a suite includes parking before you write an offer.
Harris Green is downtown Victoria's main high-density residential growth district, and Mod sits at its eastern edge on Cook Street. Walk Score rates the address 97 for walking, 88 for transit and 100 for cycling. BC Transit routes including the 3, 11, 14, 15 and 22 stop within about a block, with service toward UVic, Royal Jubilee Hospital, James Bay and Hillside Centre.
The downtown core, the Inner Harbour, Cook Street Village and Beacon Hill Park are all within walking or easy cycling distance, and smaller green spaces such as Central Park and Pioneer Square are close by. The address is in Greater Victoria School District 61; use the district's school locator to confirm catchment schools. For more choice nearby, browse downtown Victoria condos for sale.
Expect change nearby. Starlight's Harris Green Village, approved in April 2023, will add five towers and more than 1,500 rental homes on blocks along Yates and View. Its first phase is slated for 2028, so construction and shifting views are part of the picture for several years.
Most homes at Mod now sell as resales, which carry no GST. If you buy a never-occupied suite directly from the developer, GST applies, though first-time buyers who will be the first occupant may qualify for the federal First-Time Home Buyers' GST Rebate on new homes under $1.5 million. Confirm eligibility with your lawyer or accountant, and compare Mod with other new condos in downtown Victoria.
Because the building was completed in 2023, it is still inside the BC 2-5-10 home warranty term. The shorter materials and labour coverage has likely ended, but the five-year building envelope and ten-year structural coverage should still apply and pass to a new owner. Ask for the warranty details to confirm exact dates.
As with any strata purchase, read the bylaws, minutes, budget and financial statements before removing subjects, along with the depreciation report if one has been prepared for this newer building. Since November 2022, BC strata corporations cannot ban long-term rentals, though they can limit short-term rentals, and pet rules vary by building. Some suites at Mod are already leased as long-term rentals.
Mod's niche is entry-level ownership in a concrete tower at the edge of the core. Smaller suites keep asking prices lower, but compare strata fees per sq ft. Buyers who need parking or a larger second bedroom may do better elsewhere downtown, while car-free buyers will find few better-connected addresses.
To weigh it against the alternatives, browse Victoria condos for sale across the city, or widen the search to all Victoria properties.
Units bought directly from a developer can carry GST and come with the BC 2-5-10 new home warranty, while resales in a newer building transfer the remaining warranty. Before you write an offer, read the strata documents, the depreciation report and the current budget. Our presale and new condo guide covers disclosure statements, assignments and early strata fees.
