Townhouses on the water are difficult to find in Victoria.  Most strata sites along the waterfront are utilized for condominium construction. The demographic profile wealthy enough to afford this type of Real Estate is typically inclined to shun stairs and therefore more focused on buying condos.  There are a few such projects out there but they are few and far between and mainly of an older vintage.
