About KELSET Elementary

KELSET Elementary is a Kindergarten to Grade 5 school at 1800 Forest Park Drive in North Saanich, part of School District 63 (Saanich), and the home of the Orcas. Its official name is written in SENCOTEN, the language of the WSANEC people, with an accented first letter; we write it in plain capitals, as the district does in its web addresses. A school handbook gives the pronunciation as KWOL-SIT and explains that the name refers to the waters below the school, recalling a time when canoes were brought ashore there for bailing. KELSET opened in 2008, and Panorama Recreation Centre, with its aquatic centre, arenas and racquet courts, sits directly across Forest Park Drive.

On the district’s boundary maps the school lies within the North Saanich Middle School and Parkland Secondary catchments, and the Long-Range Facilities Plan groups KELSET with Deep Cove and Sidney in the North Zone family of schools. The same plan put KELSET above its operating capacity in 2022, at about 103 per cent with more growth projected, and lists limits on out-of-catchment enrolment at the school except for siblings.

Programs and Learning

KELSET’s programs draw on its grounds and on its place in WSANEC territory. Offerings change, so confirm current details with the school.

Indigenous Education

KELSET is one of the schools where the district bases an Indigenous Education Support Teacher, and every SD63 school has an Indigenous Education Assistant. Since 2019/20 a SENCOTEN language teacher has visited every Kindergarten class in the district several times a year.

Naturescape and Outdoor Spaces

The grounds include a Naturescape garden of native plants, which families helped plant in September 2026, and a forested section noted in the school handbook. A parent playspace committee works on the play areas, and a new outdoor mural was unveiled in December 2025.

French Immersion at Deep Cove

KELSET does not offer French Immersion. The district lists Deep Cove Elementary as the French Immersion catchment school for the Deep Cove, KELSET and Sidney areas, with Kindergarten registration each January and places allocated by lottery. Immersion students then move to Bayside Middle and Stelly’s Secondary.

Middle School Options

The district’s facilities plan notes that students living in the south portion of the KELSET catchment, known as the Option Area, can choose to continue either to North Saanich Middle or to Bayside Middle in Central Saanich. With so much of the catchment in Central Saanich, ask the district which applies to a specific address.

Arts, Athletics and School Community

KELSET’s athletics page lists cross country, basketball and track and field, and its arts page covers music, drama and art. The Parent Advisory Council runs a Fun Lunch program and a Sponsor-a-Book program for the library. With Panorama Recreation Centre across the road, its pool, arenas and walking trail are a short walk from the school door.

Living Within the KELSET Catchment

Covering about 45 square kilometres, the KELSET catchment runs from Saanich Inlet on the west to the eastern shoreline and crosses the line between North Saanich and Central Saanich. About 70 per cent of current listings are in Central Saanich, mostly in the Saanichton, Turgoose and Hawthorne MLS® areas around Saanichton village, with a few large properties in the Inlet area along Saanich Inlet. On the North Saanich side it covers Dean Park on the slopes of Mount Newton, home of John Dean Provincial Park; Bazan Bay, where Lochside Drive and the Lochside Regional Trail follow the shore; and Ardmore and Coles Bay on the inlet. Its northern edge reaches Victoria International Airport. The map search follows the district’s published catchment map, simplified, so homes right on the edge may fall on either side; check an exact address with the district’s School Locator.

That spread gives KELSET the widest housing mix of the three north-peninsula catchments. At the start of November 2026 there were about 90 homes listed inside the catchment. About two dozen were manufactured homes, from roughly $230,000 to $775,000. Condos ran from about $430,000 to $1.4 million with a median near $700,000, seven townhomes from about $610,000 to $870,000, and 36 detached houses had a median asking price near $1.75 million. Three properties on the Saanich Inlet side asked between roughly $10 million and $16.5 million, one of them a 1916 cottage of under 1,000 square feet on two parcels, where the land carries the price. About a quarter of the listings were built in 2024 or later. Browse Central Saanich homes, Central Saanich condos, townhomes, North Saanich real estate and North Saanich houses.

Older students head to North Saanich Middle and the Parkland Secondary catchment, and immersion students to the Stelly’s Secondary catchment. KELSET borders the Sidney Elementary catchment to the north-east and the Keating Elementary catchment to the south.

A property’s address inside these boundaries does not by itself guarantee a place at KELSET Elementary. Catchment boundaries, registration rules and program admission can change, the district says the final decision on catchment schools rests with it, and space has been tight at KELSET. Middle school choices differ in the Option Area, and French Immersion has its own catchment and January lottery at Deep Cove. Buyers should confirm the current catchment and registration status with School District 63 (Saanich) before relying on school access as part of a real-estate decision.
